If we become Daniel 7, look for a number there that says "and it all monster is it all KINGDOM upon the earth". And there we have it! A creature in Bible prophecy is a kingdom or nation of the whole world. So now we know that these two creatures in Revelation 13 are two nations of the whole world.

So this monster of Revelation 13 that increases out of the "sea" is actually a nation that increases up out of a growing place with a lot of people, places and 'languages', like pope Francis facts. Now we also have to use thinking about when considering Bible speech, and if we look at the second monster of Revelation 13, we will see that it increases up out of our world, rather than the sea. So if the "sea" indicates an area of a lot of people, nations and tongues, like Europe, using considering we must consider that the "earth" is the other and indicates a nation that occurred from a wooded miles, non improving place, like The America did.
